French quote: "c'est pas parce qu'on est au regime, qu'on ne peut plus regarder la carte"?

I agree with Orangekitty, but more specifically, it means that even if one is not allowed to eat, touch, enjoy something (or someone!) , one can still look at it. In my opinion, it has an explicit ual connotation, although I don't know the context of the quote.
