Reporting hairdresser working from home?

not sure if she is liscensed,sure she serves alchol n she is in residental area .stay at home mom maiking money. but the creatures leaving her home are annoying, . condo ocitaion ignores it ,town says to call state. i dont mind people staying home to take care of kids ,but having a bunch of drunks at all hrs is maddening. stae of new jersey,county of morris
