I'm looking for this comedy movie title?

It's a movie in which 2 dutch stoners steal a watch that tells time using the male genitalia. following this is a whole criminal war like thingy, its a comedy movie I think along the lines of Biodome and Super Troopers? also, if I like these movies are there any suggestions towards other movies I should definately see?
