Best Drugstore Concealer?

soo today im going back to target or walmart to stock back up on makeup.. and im trying to find a good concealer. i need one that is good coverage because i have very dark circles (theyre hereditary, so dont say you need more sleep!). and i have combination skin. also, what is a good eyeliner? i prefer dark browns. i would like a pencil one too. but im open to everything. thank ya! :)
